DR. TAMMY CAMPBELL, CHIEF EXECUTIVE OFFICER (CEO)

After 27 years serving in public education, Dr. Tammy Campbell is now offering her expertise and expanding her reach to school districts across the United States. An award winning and nationally recognized former superintendent and educational leader, Dr. Campbell launched The Scholar First to help other district and school leadership learn best practices and evidence-based approaches to achieve greater student achievement in the areas of academics, social emotional learning, and belonging. The Scholar First Inc. continues to be rooted in the belief that every scholar can succeed! 

Dr. Tammy Campbell has held many roles including educator, classroom teacher, math staff developer, principal, area principal supervisor, assistant superintendent, superintendent, and mentor superintendent. Using her successes in each of these roles, Dr. Campbell founded The Scholar First and is currently partnering with school districts and for-profit companies on visioning, theory of action and goal alignment.  The Scholar First mission is to inspire and empower leaders to create systems and structures that position every scholar to achieve their limitless potential. Dr. Campbell has seen first-hand the impact of the strategies she models with partner districts. 

Prior to starting The Scholar First, Dr. Campbell served six years as the Superintendent of Federal Way Public Schools (FWPS) where she led the district in positioning its scholars to seize very bright futures. Evidence of this impact include sustained graduation rate increases for all groups of students, regional recognition for college going rates and attainment, expansion of career and college pathways, advancement of STEM opportunities for all students, and some of the highest numbers of students enrolled in advanced placement courses and those who persist in college during their second year. 

Under Dr. Campbell’s leadership, FWPS realized both regional and state level accolades with the FWPS School Board of Directors named as the Large District Board of the Year by the Washington State School Directors’ Association, and Dr. Campbell being recognized as one of the 25 most influential leaders in the Seattle Region by Seattle Magazine. Dr. Campbell led several large successful initiatives as a central office leader at three school districts in Washington state. In her dissertation and throughout her 27+ year educational career, Dr. Campbell’s passion has and always has been focused on student voice.

KYLEE CAMPBELL, DIRECTOR OF OPERATIONS

The guru of operations, Kylee Campbell handles all the day-to-day and behind-the-scenes work at The Scholar First. Whether it’s developing valuable resources for clients, scheduling and facilitating meetings, creating presentations, managing the website or social media account, Kylee is the backbone of The Scholar First’s operations.  

Prior to joining the Scholar First, Kylee gained extensive experience in management and customer service in the restaurant industry.

Kylee is a highly valuable team member and an essential part of what makes The Scholar First a successful organization!

The Scholar First is excited to partner with Kassie Swenson to advance its communications and strategic planning efforts. Kassie Swenson is the founder of NW Strategic Communications & Consulting whose aim is to help organizations advance their communications efforts to more effectively reach their community and achieve higher rates of stakeholder engagement. 

A proven leader in the areas of school public relations and community engagement, Kassie Swenson served as the Chief Communications Officer at Centennial School District in Portland, Oregon, and as Chief of Communications and Strategy at Federal Way Public Schools (FWPS) in Federal Way, Washington. Prior to that, she served as their Director of Strategy and System Alignment to support the implementation of FWPS’ first strategic plan in 20 years.  

Dr. Campbell and Kassie Swenson have a long-standing professional relationship working together in three school districts in Washington state. Many successful communications initiatives were achieved in FWPS including the implementation of the first strategic plan in 20 years, positive rebranding of the school district, passage of a $450 million bond and two levies, attendance awareness campaigns, expansion of community outreach efforts and family engagement, and more.
